Open a Stripe Account in Lebanon

Lebanon has a quiet but hard ceiling for builders: you can ship the product, you can find the users, and still get stuck the moment those users need to pay.

Stripe does not operate here. That is the whole problem in one sentence.

I ran into it two years ago on my own projects. After digging through options, I had a working account in roughly two weeks. Nothing about my payment stack has changed since every charge still lands through the same route.

This post is that route, written down so you do not have to reverse-engineer it.

The payout chain (read this before you open anything)

Think in dependencies, not tools.

Money leaves your customer, lands in Stripe under a company incorporated in a Stripe-supported country, settles into a Payoneer account that has US bank details, then finally reaches your Lebanese bank (or stays on the Payoneer card).

In short:

Customer → Stripe (foreign company) → Payoneer US receiving account → Lebanese bank / card

I keep most spending on the Payoneer card on purpose. Pulling funds into a Lebanese bank account works, but the fees hurt. The card is how I avoid that tax on every transfer.

If you reverse the order, the chain breaks. Payoneer expects a local bank first. Stripe expects a foreign company and a US payout destination. Sequence matters more than brand names.

Local bank first

Skip this only if you already bank in Lebanon.

Otherwise open NEO by Bank Audi. I stayed on the Standard plan (~$2/month) and have not needed anything heavier.

Practical notes from setting it up:

  • The whole onboarding is online
  • No branch appointment
  • Card arrives at home
  • Apply inside the NEO phone app the desktop path is a dead end

You are not opening NEO “for Stripe.” You are opening it so Payoneer has a real Lebanese account to attach. That attachment is what unlocks the US receiving details in the next step.

Get US receiving details with Payoneer

Start at payoneer.com.

What you actually need from them is a receiving account that includes US banking credentials. Stripe cannot pay a Lebanese IBAN. It can pay US account details and Payoneer is how you get those.

Pick "receive payments only." Do not wander into the full business application unless you already have the paperwork ready. People lose time here because the business track asks for company material you may not have yet. Receive-only is the short path.

Expect exactly three asks:

  1. Passport-based personal information
  2. Lebanese bank SWIFT + account number (from NEO, or whatever you already use)
  3. Proof of address locally that is an "افادة سكن" with an English translation. A مختار issues it in about two days for under $5.

Approval gives you the US account Stripe will settle into. You still cannot open Stripe as a Lebanese individual. That is the next layer.

Incorporate where Stripe already works

Stripe underwrites companies in supported jurisdictions. It does not underwrite a personal Lebanon-based seller profile.

My path: a US LLC formed through Privatily.

What that package looked like in practice:

  • Basic package: $229 once
  • Annual renewal: $99/year
  • Turnaround: about two weeks
  • Documents: personal info from your passport only
  • Scope: they handle company formation and open the Stripe account for you

I compared a few formation shops. Privatily won on price and how little friction they added. I went through them, and two relatives later did the same for their own Stripe accounts.

Jurisdiction tradeoffs (do not skip this)

Opening the company is the easy part. Living with the tax rules is not.

  • US LLC what I chose. There is tax exposure. Have Privatily explain what applies to *your* situation before you pay.
  • UK LTD usually cheaper at formation, more expensive in ongoing tax. Useful if the $229 is the blocker; weaker if you care about long-run cost.
  • UAE entity often the cleanest outcome because there are no taxes. Privatily does not offer this yet (they are still building it). If someone else sells you a UAE company, diligence hard before any payment this is the scam hotspot.

Budget for the full setup

WhatCost
NEO account (Standard plan)~$2/month
افادة سكن translated to Englishunder $5, one time
Payoneer receiving accountfree to open (then 29$ a year)
Privatily US LLC (basic package)$229 one time
Keeping the company$99/year

Expect a little over $260 to go from blocked-in-Lebanon to charging internationally.

After Stripe works

Payments are plumbing. The hard part is still the product users, auth, data, and a checkout that does not fall over.
